The months of May and June 2025 marked a significant period for the Global Carbon Council (GCC) as it advanced its commitment to help countries unlock carbon market opportunities under Article 6.2 of the Paris Agreement — with a focus on trust, integrated registry infrastructure, and practical readiness.
Through three key events spanning West Africa, Spain, and Bonn, GCC reinforced the message that robust, independent infrastructure is essential for transparent, high-integrity carbon markets.
West Africa Carbon Market Hub
At the West Africa Carbon Market Hub, organized from 28 to 30 May in Senegal, GCC Chief Operating Officer Mr. Kishor Rajhansa highlighted the prompt start of Article 6.2 implementation across the region. Mr. Rajhansa spoke at two sessions:
- “Unlocking Carbon Markets: Building Trust Through Registry Infrastructure”
- Side Event Panel: “Integrated and Interoperable #CarbonMarket Infrastructure for Immediate Operationalization of Article 6.2”
Organized by the West African Alliance for Carbon Markets and Climate Finance (The Alliance), the event was attended by high-level representatives of West African governments, international GHG standards bodies, project participants, consultants, verifiers, NGOs, and media demonstrating growing regional momentum for carbon market development.
The sessions also emphasized the formal collaboration between GCC and the West Africa Carbon Market Alliance — a MoA Memorandum of Understanding (MoU) signed at COP28 in Dubai — to help countries operationalize Article 6.2 carbon markets with integrity and transparency. The West Africa Carbon Market Hub Declaration approved by West African government included several positive commitments of the countries towards a vibrant carbon market in West Africa, including adopting a robust digital infrastructure to effectively and efficiently operationalize Article 6 carbon market.
GCC’s ready-to-deploy, customizable carbon market, and registry infrastructure offers countries a practical solution for immediate carbon marketplace implementation. GCC participated as a Climate Action Partner at I4C 2025 in Sevilla, Spain during 9-12 June 2025. Mr. Kishor Rajhansa (COO), Mr. Subhendu Biswas (Director, Climate Action and Regulations), and Mr. Kamesh Iyer (Senior Advisor) represented GCC at the Registry Hub and Marketplace Exhibition.
The team engaged with prominent stakeholders including COMESA, the World Bank, and IETA, showcasing GCC’s integrated, interoperable carbon market infrastructure and receiving positive feedback on GCC’s approach to carbon credit issuance and registry management.
At I4C, Mr. Rajhansa spoke on a World Bank-organized panel about its new energy access GHG standard catalyzing investments under its ASCENT program. He highlighted that apart from the World Bank building the fully digitized MRV platform, GCC is developing a fully digitized standard that will connect to the DMRV platform of the World Bank. This standard shall integrate with GCC’s carbon market infrastructure (voluntary, CORSIA, and Article 6.2). This standard, expected to be adopted by 22 COMESA member countries, is anticipated for delivery in the first quarter of 2026.
Additionally, Mr. Subhendu Biswas led GCC in a dedicated workshop at the COMESA Pavilion at the I4C venue, reinforcing GCC’s leadership in digital carbon market solutions. Mr. Kamesh Iyer met stakeholders and potential buyers, discussed opportunities and challenges, and secured their interest for future collaboration.
High-Level Dinner Dialogue alongside UNFCCC Subsidiary Bodies, Bonn
Along the corridors of UNFCCC SB sessions in Bonn, GCC convened a high-level dinner dialogue on 22 June 2025 with government delegates and stakeholders to discuss prompt access of the countries to Article 6.2 carbon market infrastructure. Held at Rhein hotel Dreesen, the dinner brought together representatives from over 10 countries and international experts.
GCC was represented by Dr. Massamba Thioye (Principal Advisor – Strategy), Mr. Kamesh Iyer (Senior Advisor), and Ms. Rocio Correia (Manager – Climate Action), with Mr. Kishor Rajhansa joining virtually. The team presented GCC’s integrated registry solutions and answered questions from country delegates and partners.
Ousmane Fall Sarr (WACMA Executive Secretary), Mr. Perumal Arumugam (Manager, UNFCCC), and Mr. Ovais Sarmad (GCC Advisory Board Member) added valuable insights, underscoring strong country support and the urgency of launching high-integrity Article 6.2 markets.

Through these strategic engagements, GCC is strengthening partnerships and providing countries with the tools needed to operationalize Article 6.2 quickly and transparently.
